Pace Chart
Goal progress against an on-track reference: the measured series, a dashed pace line from baseline to target, and the target itself. The plan dashboard is the reference consumer.

House rules
- The pace line is a REFERENCE, not an identity series — it wears muted gray and a dash, never a second pastel.
- value and pace share units by contract; there is one y-axis, always.
- variant="manual" renders NO plot: a founder-marked goal has no measured series, and a flat line presented as data would lie. It shows the current value (or the — placeholder), the target framing, and a mono note.
- An empty measured series renders "No measurements yet", never fabricated points.
- It renders its own Card size sm; drop it into a grid with no wrapper card.
- isLoading renders a Skeleton in the plot slot.
