Labeled progress rows — icon, label, "x of y", track, and an optional muted meta line. The repeated per-group meter a dashboard workstream panel needs.

House rules
- Composes the stock Progress compound; never fork it or hand-roll a track.
- Identity rides the ICON; the indicator stays bg-primary — per-row identity coloring is noise, not signal.
- The meta line is signal-only: the group’s next step, not a restatement of the label.
- valueLabel overrides the default "x of y" only when the counts alone mislead.
- isLoading renders Skeleton rows.
